What is an ODY Certificate?
The ODY (Middle Manager) certificate is a mandatory Professional Competence Certificate for managers (Chief, Manager, Operations Manager, etc.) working operationally in companies providing passenger or freight transport under the road transport regulation.
It is a legal requirement for managers in the sector to receive this training to know both legal and operational standards and to manage the company correctly.
What are the ODY Types (ODY 1, 2, 3, 4)?
Depending on your field of activity, there are 4 sub-types of the certificate. It should be selected according to its scope:
ODY 1 Certificate
International Passenger Transport. For managers of companies providing international bus or passenger transport. (Also covers ODY 2).
ODY 2 Certificate
Domestic Passenger Transport. For managers of intercity bus companies and tourism transport companies.
ODY 3 Certificate
International Goods-Cargo Transport. For managers of truck fleets or international logistics/cargo companies. (Also covers ODY 4).
ODY 4 Certificate
Domestic Goods-Cargo Transport. For managers of domestic transport and cargo (K1, M1, N1 authorized) companies.
Who is Required to Have It?
According to the Road Transport Regulation, professional competence is mandatory for companies with Authorization Certificates (K1, K3, D1, D2, L1, etc.):
- In real person (sole proprietorship) companies, the company owner or an employee they will hire.
- In legal entities (Limited or Joint Stock Company), a board member, founding partner, general manager, or an insured manager/chief.
Warning: Businesses that fail to submit the required documents and fulfill the employment obligation are given warnings and high fines.
Critical Rules to Know
Hierarchy Rule
A manager receiving an international certificate is also considered to have received the domestic certificate of that type. (e.g. ODY 1 covers ODY 2, ODY 3 covers ODY 4).
30-Day Rule
If a manager leaves a company with an authorization certificate, it is a legal requirement to define a new certified manager to the system via e-Government within 30 days.
Document in the Drawer Fallacy
Obtaining the document alone is not enough; for the document to be valid, it must be defined as 'manager' to the company you actively work for via e-Government (U-Net).

How to Get Exam-Based ODY? (Process)
Candidates who do not meet the exemption conditions must receive training from our institution and take the exam held by the Ministry of National Education. Being at least a Middle School Graduate is a requirement.
Course Registration
Register at our MEB-approved institution with ID, diploma and photo.
Completing Training
Complete the designated course hours for your certificate type.
MEB Exam
Succeed by scoring at least 60 points in the theoretical exam. There is no practical exam.
Fee Payment
Pay the Ministry of Transport certificate fee via e-Government.
Penalties for Working Without Certificate
During Ministry of Transport inspections, businesses that have an authorization certificate but do not employ a mandatory ODY/ÜDY manager are subjected to a monthly administrative fine and a "warning (penalty point)" is written on their certificate.
In case warnings are not erased in the following processes, cancellation of the Authorization Certificate is even possible.
