2026 SRC Certificate and Professional Qualification Regulations Information Document
Executive Summary
As of 2026, regulations, costs, and penal sanctions regarding the Professional Qualification Certificates (SRC), which are mandatory for commercial vehicle drivers, have been updated. The professional qualification certificate acquisition process is divided into two main branches: "Exempt (Exam-Free)" and "With Exam". Drivers who have a driver's license before February 25, 2003 have the right to receive a certificate without an exam, while the course and exam requirement continues for those who get a driver's license after this date. In line with the 2026 Revaluation Rate (25.49%), the total penal cost of driving a vehicle without a certificate has increased to 15,058 TL. In addition, the Psychotechnical Report, which must be renewed every 5 years in addition to the SRC certificate in commercial transportation activities, remains a legal requirement.
1. Exempt (Exam-Free) SRC Certificate Acquisition Conditions
Driver's license holders obtained before 25.02.2003 can obtain an SRC certificate via e-Government without attending any course or taking an exam.

- Difference Training Discount: When those who have an existing SRC certificate (for example, SRC 2) want to get another certificate (for example, SRC 4), a "Difference Training" discount is applied by the MEB. Difference training fees for 2026 are 5,500 TL for domestic certificates and 7,000 TL for international certificates.
- Digital Document Validity: Barcoded PDF printouts created via e-Government replace wet-signed cards in inspections and are accepted by official authorities.
- Exam Rights: A candidate registered for the course has a total of 8 exam rights. In case of failure, the course fee is not paid again, only the MEB exam fee (1,250 TL) is deposited again.
